A PNG is made of pixels, so blowing it up for a banner makes the edges soft and can break scanning. An SVG is made of shapes and stays razor sharp at any size, which is what a printer will ask you for.
Yes. The file is a plain SVG, so any vector editor can open it and you can recolour it there if you need to.
